Referring to entities is one of the key functions of language; learning to understand and use the relevant referential expressions is one of children’s major linguistic achievements. The study of politics seems endlessly beset by debates about method. At the core of these debates is a single unifying concern: should political scientists view themselves primarily as scientists, developing ever more sophisticated tools and studying only those phenomena to which such tools may fruitfully be applied? Or should they instead try to illuminate the large, complicated, untidy problems thrown up in the world, even if the chance to offer definitive explanations is low? Is there necessarily a tension between (...) these two endeavours? Are some domains of political inquiry more amenable to the building up of reliable, scientific knowledge than others, and if so, how should we deploy our efforts? Christian Democracy, which may briefly be defined as organised political action by Catholic democrats, has been a major political force in Western Europe since the Second World War, not least in France. This (...) study describes the perceptions of individually interviewed spiritual leaders of the disease control measures used during the recent SARS outbreak in Toronto. Four central themes were identified: the relationship between religious obligation and civic responsibilities; the role of faith-based organizations in supporting public health restrictive measures; the reciprocal obligations of public health and religious communities during restrictions; and justifiable limits to duties to care. We conclude that, within certain constraints, spiritual leaders find restrictive measures ethically reasonable and that spiritual leaders can play an important role during pandemic and epidemic control planning. Public health officials should therefore include them in the early and ongoing deliberations of the criteria and logistics for implementation during public health emergencies.
